Upgraded internet service, same download speed.

Originally bought the lowest tier internet deal but have now upgraded to the 50 mbps service, however I'm still getting the exact same speed as before on actual downloads, no more than 2 mbps. The speed test on the Cox website says I'm getting 30 mbps, certainly doesn't seem that way.
