TV Economy Package +155 Channels with converter box and only local channels without converter box

I just installer cox service TV economy. With my converter box I get +155 channels. Without it I get only local channels. Is this the way it is supposed to be or there is something wrong in my installation?

Hi, Cox TV Economy requires a minimum of one digital receiver to access channels. Additional cable-only connected TVs get Starter channels only. There are additional equipment options for TV Economy that you could add to your services (at an additional cost): Standard receiver; HD receiver; DVR receiver. For example, if you add additional cable boxes to rooms that only have a cable hooked up, you will be able to get all the channels that are in your TV Economy plan.
