Slow Upload speeds.

Hi,

I called into Tech support last night and got a tech out today as i was having varying internet speeds then drop outs. He came today and replaced a bad splitter and a bad cable. It was fine for a few hours now my downloads speeds are still as they should be but my Upload speeds have gone back to atrociously slow at 1Mb/s I have COX ultimate package so My download speed is 147Mb/s on average. My usual upload speed is about 26Mb/s.

I have tried the speed test from both sides of the router and still the same problem. Any ideas?
