Scanpst.exe

Scanpst.exe, or at least the legitimate one, is a Outlook .pst repair tool. If your using Outlook, you should have it already, and shouldn't need someone to send it to you. See this Microsoft article saying so.

If you don't know the person, or you don't know why they would be sending you the program, I would NOT try to download from the email it and get it from the official source instead.

Did you receive the email from Cox that contains that file? If Cox didn't send it to you it probably isn't pertinent to the Cox Internet Forum.

That said, unless you were working with a tech support person who TOLD YOU they were sending the file right then in your email, DO NOT OPEN .EXE FILES FROM EMAIL. EVER.
