Recurring Upload Speed Issues - Need Sr. Cox Employee's Help

Let me start off by saying that I have been actively working to resolve this issue since February of this year.  I have had over a half dozen technicians, maintenance/infrastructure tickets opened, and replaced every single cable, modem, and router in my house.  I am a Systems Administrator by trade, and have completely ruled out that the issue is with my equipment, or even my house/tap for that matter.

My issue is that I have an intermittent issue with not able to use my entire 30Mbps upload bandwidth in a single TCP stream.  This means that if I run a multi-threaded Cox speed test, the speeds will show normal, but if I'm using a single stream such as streaming to Twitch, uploading a file via FTP or HTTPS, or streaming media from my house, more often than not I am only able to achieve 4-6Mbps.  I know that my connection is capable of these speeds as shown in various pictured speed tests.

After spending the past 5 months trying to diagnose this, I need somebody that can help troubleshoot the node on my block rather than sending a Cox tech (or even worse a contractor) who is not allowed to troubleshoot beyond my tap.  Here's some background info that will probably answer questions that you might ask:

  • The issue is NOT with the site that I am using for speed tests.  If I am seeing slow speeds, I will immediately try to upload a file from my house to my office and duplicate the slow speeds.
  • There is no set time that speeds are fast or slow.  Yesterday from 1:45PM until 10:00PM speeds were consistently 28Mbps to 33Mbps.  This morning I could not exceed 6.5Mbps.  Some days the morning is much faster than the evening.  I have a complete log of my upload tests since March that show my issues.
  • We have replaced every single cable and splitter in my house.  The issue is NOT being caused by anything in the house.  I have plugged my cable modem into the tap from the street in my garage as well as hard wiring my laptop directly to the modem via gigabit CAT6 cable. The slow speeds persisted.
  • Download speeds are not affected at all, only upload speeds are affected.
I'm attaching my router's signal levels, router logs, as well as a screenshot of some recent upload tests.

Were you looking for customer/user help? I thought OP requested Employee help. 

Seems your saying speed test shows fast speeds but streaming and FTP is slow? If so, can you show tracert to where your uploading to? What do you mean by streams and threads?

What equipment do you have?

I was requesting a Cox employee get back to me to help me work with my local Cox office to fix the issues on my street.

The speeds are not consistently fast.  Take a look at the numbers.  My connection is capable of uploading at 30mbps, but quite often I can only upload at 4-6Mbps.

If you look at my other posts, we are way beyond traceroutes.  I run the upload test through testmy.net.  If it is slow, I immediately try to transfer a file to my office (on Cox Metro E), and to my parent's house in the Bay Area (Comcast).  The speeds match up exactly with what I am seeing with testmy.net.  Alternatively, when the testmy.net test shows fast speeds, both of those upload tests to my office and my parents are fast as well.

I don't believe that my issue is being caused by network congestion since my download speeds are extremely fast and that when upload speeds are slow, I'm only receiving about 20% of the speed that I should be.  Also, there is no rhyme or reason to the timing.

My theory is that since I'm in an older neighborhood, somebody on my street probably has some older equipment that is causing intermittent interference with our upstream signals.  I'm not sure how this can be diagnosed, that's why I need a Cox employee's help.

To answer your other question, I have a 6143 modem and a Synology RT1900AC router.  When diagnosing these issues, I always hard wired my Macbook pro directly to the modem with a Thunderbolt gigabit ethernet adapter with a Cat6 ethernet cable.

Why would congestion or ingress in the area only effect FTP or specific ports and not web traffic or speed tests? I don't understand how having fast download speed rules out network issues or congestion. And can you explain the "single stream" concept?

My issue is only an upload issue, so you won't see it during normal web browsing sessions.  I only use FTP to prove the point that there's an issue on the line.  The issue affects all upload activity.  Here's an excerpt regarding single vs. multi thread speed tests:

The performance of your Internet can be affected depending on where the websites you visit are located. This speed test has the ability to draw from more than one resource at a time, providing a truly comprehensive test result. Check groups of servers simultaneously or a single locale.

Classic Linear is still the best speed test for finding and correcting connection issues.    Classic Linear  Enable Multithreading

This is an option, not a completely different test. Once enabled multithreading works with the normal download test and auto test. Simply enable multithread and use TMN as you normally do.

Some connections perform best when loading multiple files, the multithread speed test can max the potential of these connections and provide a single result spanning multiple routes. Like classic linear (single thread), multithread results show speed from start to finish taking everything into account.
