Recording temporarily unavailable

Having difficulty with app on my iPhone. Each time I try to set a recording it gives me a temporarily unavailable error code. But this seems to be anything but temporary. I have updated the app, signed out and signed back in, and even deleted and re downloaded the app to no avail. Please help, I am out of the country and have no way to set recordings for those things I will be missing.
