I am having the same problems here in Gainesville, FL
I just upgraded to the Ultimate package that is 50 Mb/s here.
My cable modem was power cycled after I made the upgrade. Below is a copy from Cox's speed test
I haven't gotten anything close to 50Mb yet

I had to split this thread because this is not the same issue at all. Your account should not have been upgraded the way it was, and I'm going to have to see to it that the person who did so is appropriately coached.
Upgrades to Ultimate should only be done as professional installations, and this is one of the reasons: making sure the appropriate equipment is installed. You have a DOCSIS 2.0 modem, and it shouldn't ever be provisioned for more than 30mbps.
Please email us at coxhelp@cox.com so we can properly authenticate your information and arrange for a technician to come out and complete this upgrade properly. Thanks!
