Paying for preferred - only getting 9.5Mb/s

So i recently noticed that i was paying for the cox preferred internet package, but I was only consistently getting a downstream speed of 9.5Mb/s but am still getting the advertised upstream speed of 5.0 Mb/s (using both Cox's tool and speedtest to check this). I'm not sure if this is just because I have had this plan forever and Cox never updated my speed according to their advertised speed, or if it is an issue with my modem. I have a fairly old wired SB5101 Motorola surfboard modem, but from what I understand about networking standards, the older standard is fine up to 38Mb/s speeds. Unless it is possible that a firmware update is required to receive the advertised 25Mb/s speeds, I am not sure what the issue is.

It's possible that you'd benefit from upgrading to a DOCSIS 3.0 modem.  While a 2.0 can handle 38Mbps that's only if the capacity is available on a single channel.  Because of this, customers on Preferred HSI will often experience inconsistent speeds using older modems.  I would suggest first trying without the router however just to make sure that isn't contributing to the speed issues you're seeing before anything else.

My router is gigabit (DIR-655), and i consistently get about 9 Mb/s speeds. My speed never fluctuates from this point.

It does seem odd that you're consistently stuck at 9Mbps.  That almost sounds like an Ethernet port somewhere is stuck in 10BaseT mode.  Definitely try the speedtest on cox.com again without the router and see what results you get.

It seems as though you were right. I connected directly to the modem and suddenly i was receiving the correct speeds. However, once i connected to my router again I was stuck in 10 Mb/s mode again confirming your suspicions. Now I just need to figure out what is configured incorrectly in my router settings.

Jeez, my WAN port speed has been set 10 mbps. I'm really not sure how i never caught that. Thank you very much for your help.
