Partial Month Payment

I started my cox communication Internet service on 30th June and was activated on 9:00 pm on 30th June. While looking at my bill, I see full month charges from June 1-June 30 as Partial Month Charges. I read it was prorated charges and surprised to see full month charges.

Can someone confirm on the concept of Partial Month charges if they had to charge full month charges ?
