Hello,
I have been unable to stream on Twitch for the past month or longer, prior to that, I was able to stream without any issues. I would even go so far to say that my upload in general seems to be fairly spotty. Below is my signal levels from my Cable Modem (SB6141). I've been told that the signal levels are good, so I believe the modem is not the culprit.
I have also included a tracert and pathping to the Twitch Ingest server that I try to stream to. I am not sure if this is something that falls within the Cox network though (or their peers).

Could you describe the problem in detail? When you say you have been unable to stream, to you mean TO Justin.tv or FROM justin.tv?
Also, where did "live1.jfk01.justin.tv [192.16.70.81]" come from? I tried looking on Justin.tv support site for the suggested server to trace to but I couldn't find it. I do see that Twitch and Justin.tv share servers, since they used to be the same site. Based on that I found this and did a tracert. See below. Looks like Twitch has a firewall that blocks ping as soon as it hits their network, so tracert are pretty much useless. I also tried a trace from outside Cox, and looks like the same thing, so that confirms its not a Cox issue. I also found this tool to test for latency on twitch, and looks like all the local servers are fine.

I stream to Twitch's New York and/or the Ashburn, VA server. I got the IP by starting my stream, then checking Task Manager->Resource Monitor->Network to see the ip where OBS was connecting to. I typically streamed at 3000-3500 kbps without any dropped frames. I think about a month ago or more, I started dropping many frames while streaming my games.
I've tried different ingest servers in OBS, but no luck there. I had guessed that it probably wasn't a Cox network issue after looking at the tracert, but it wouldn't have hurt to see anyway. It is frustrating for me as I haven't been able to pinpoint why I cannot stream as I used to, as I like to stream for my friends from time to time when I play.

Alot of things can cause dropped frames, and there doesn't seem to be any evidence of latency or packet loss, at least from what we tell. I assume your not having any other problems with the internet? Downloading, streaming, do you have to reset the connection alot?
I would try the Justin.TV forum found here. At the very least someone there should be able to tell you a way to see if the internet connection is the issue, and how to isolate it.

My download is fine, I can watch streams just fine as well. It's generally the uploading that is the problem. For what its worth, I tested the other PC's in the house as well, no luck there. I even powered off all devices and turned them back on as well.
That being said, I'm doing a test stream today and it seems like I'm not dropping frames for the moment. Maybe this could be a sign of things improving somehow, but I guess I will have to see what happens over the next couple days. Thanks for the replies so far though.
