can i change my ip address because my pc wont aloud some program to run

1. What program?

2. What makes you thing it's the IP address causing it not to run? 

3. Are you hard wired to a modem or connecting via a router?  What is the ip you want to change?

Allen asks good questions. I, too, am very curious what program is trying to run.

Cox High Speed Internet assigns dynamic IP addresses rather than a static, known address. This means that as you are connected to the Internet the address of your computer is randomly assigned on an ongoing basis.

Can you provide more details about what is happening?
