Well, since they came out and "worked" on the line in our neighborhood in December, my issues have been reduced. Until this last month. This weekend it has decided to go crazy. I got a tech out Sunday. He shows up and of course everything is working better than it ever has. so tonight the internet slows down and drops completely. I go to the modem and show it flashing the downlink and uplink lights for about 4-8 minutes. Looks like the downlink would go solid but not the uplink. I called the tech that was out here and immediately after getting off the phone it came back up. I am back to seeing all kinds of errors in the event logs.
Speedtest when it is acting up are usually between .69Kbps and 1.2Mbps. Download of 10-40Mbps

The signal levels themselves look OK but I do see in the logs where the signal has been dropping. Did the technician that was out try a test modem to see if that made any difference?

Was it ever resolved? I'm going through the same thing and restarting everything is getting old fast. The tech is coming out for the second time this month. Really considering cancelling at this point. This has been going on for years for me. Years of techs coming out to no avail. I'd like to keep the service, but it's stupid to pay for service I'm not receiving.

No, the tech showed up sunday and the internet was working the best it ever has. Tonight I returned back from vacation and am having the same issues. My Xbox test is showing 32% packet loss and more error logs in the modem. The internet has dropped 4 time since 4pm this afternoon. When working speedtest.net shows 22Mb D/L 1.79Mb U/L, but takes about 3 minutes for the test to actually complete the upload. Cox speed test shows 29Mb down .22Mb up. When I do notice my connection dropping out, if I go look at the modem, the uplink light flashes for awhile like it is having an issue connected back to Cox. This is becoming extremely frustrating. We have been here over a year and have had this issue since day one. It would be nice if this actually got fixed.

No this wasn't resolved. The tech came out and everything was "working fine" and he couldn't diagnose or troubleshoot unless the trouble was actually happening. I feel your pain. Unfortunately I am over a barrel at this point as the only other provider in my neighborhood is ATT and i think it is only DSL. I agree, I am getting tired of paying 70 dollars a month for service that keeps dropping or having to alway reboot my equipment. What area are you in? The last time I tried to get this look at there was another person having this issue that was fairly close to my neighborhood.

Yes, I see this regardless of how I am connected. With my laptop connected directly to the modem, I see packet loss and/or high latency (700-800 ms). Usually the way it happens is that I am playing a game online with my XB1, then I get kicked off and can't reconnect, so then I get on my laptop to check the internet and see that a speed test shows really slow upload speed and then at this point the connection completely drops out and takes a few minutes to reconnect. This same thing happens if I am connected at the modem.

Well, today they scheduled a tech to come out tomorrow and test the lines outside of my house. See how that goes I guess.

Having a technician come out is probably a good idea. Do you have any of your test results showing the packet loss/latency while connected directly to the modem?

Okay, I am home now. Here is the latest. Since getting home, my internet is dragging and per cox speedtest the speed is really slow. Also, here are my pings, all count 100, showing packet loss. I have my surface connected directly to the modem doing all of these tests.

Those results appear to be showing 1st hop loss however I'm not seeing any of that when I ping the modem. Were these results taken without the router?

Yep, my surface connected directly to the cable modem. Now router or switch in between. Downloads don't seem to be a problem it seems to be the upload that is an issue.

Well the tech came out, a contractor, and told me fiance that we have to many things on our wifi and we need to upgrade to a faster internet package. Completely useless.
