Image hosting.
I would like to host images with my Cox account to be used on a web page like this.

I tried to use the cloud drive but the URL for the files will not work on a web page. My guess is it is a security issue.
Is there a way to do this?

Cox doesn't offer hosting, aka personal webspace, anymore. It has all been moved to the cloud. See here for more info sharing a file via Cox Cloud Drive. You can't hotlink though, it goes through a authentication server first. For that try google photos or Imgur.

Wow. a strait answer. i have been through 2 chat sessions and one phone call. two said yes one said no.

No problem. I just tried it myself with a test photo. It sends a email to the person you want with a link and password. Link points to the cloud guest access screen, when you sign in with the password provided.
I thought maybe you could use the "File Player" to create a direct link, but it uses java app called lightbox to shield the image. Basically all the images are encrypted, so any web server you were setting up would need a authentication app to pull the data and cipher it from the cloud vault.
