Ummm..no offense, but you answered your own question.
"PLEASE INSTALL AN EMAIL PROGRAM OR IF ONE IS ALREADY INSTALLED CREATE AN ASSOCIATION IN THE DEFAULT PROGRAMS CONTROL PANEL."
For instructions on how to do that, see here.
Once you have associated what ever email program you have on your PC (I assume you have one anyway) then you have to configure it to work with cox. For instructions on how to do that, see here.

Not sure how else to say it. A email program is a program designed to send and recieved email. This is in contrast to checking your email via the webmail website. Some example of a email program (AKA client) are Outlook Express, Outlook, Thunderbird, etc. With Windows 8.1 programs are called "apps" so you might need to download the "Email App" for Windows 8.1. For more info see here.
If your still having issues finding or installing the app (if you don't already have it) then I suggest contacting Microsoft or someone who can help you with your computer. Once you have found/installed the email app, but are having trouble setting it up, feel free to post what ever troubles your having and we can help. Good luck.
