All of a sudden emails from a friend who has a hotmail account are not being received. I don't know if it's on Cox's end but she's only having trouble with me.

Is she receiving any error or bounce back?
Also, has she tried sending you a blank test email?
Last, do you know anyone else on hotmail? Any problem getting email from them?

She is the only one I know with hotmail and she is not sending any bounce back messages. She's sent a few test emails to me which I have not rec'd. Until now we have emailed back and forth for several years without issue.

Can you send email to her? Also, you might ask her if she can send to others on Cox.net. Without isolating the problem more I don't know how to help.

To clarify, when you send your friend an email, you receive no confirmation, acknowledgement, or email indicating a message delivery failure, correct?
To help you figure out what is happening, please try the following steps. First, have your friend check their Hotmail settings to ensure that mail identified as Spam is moved to a Spam folder and not automatically deleted. Also have your friend check any other settings that deal with mail forwarding, filing (into folders), or automatic deleting.
After your friend checks the settings mentioned above, send a test message to her address. Be sure to include a Subject and at least a line of text. Have your friend check her Inbox and all other folders. Please let us know the result!

Becky, the OP was talking about the other direction ... "She's sent a few test emails to me which I have not rec'd."
Walkingdeadjunkie, I would check your Cox account and make sure messages identified as spam are just marked, not deleted. Then you can have your friend send a test message and see if it comes through even if it's marked as spam.

Walkingdeadjunkie, if your friend sends you an email and receives no indication that the message failed, we need to take a look at your WebMail settings. Do you normally access your email through cox.net or through an email utility such as Outlook or Mac Mail?

No Becky, I only access webmail through cox.net-usually on my iPhone or iPad.

Log into WebMail and click Settings. From the Settings window, click SpamBlocker Settings. Choose the option to send Spam to a folder or to tag it but keep it in your Inbox.
Then check each of the below Settings options to ensure there are no rules set that would impact your friend’s email address or the Hotmail domain:
• Message Filters
• Allow and Block Messages
• Forwarding
Click OK at the bottom of each page. Do you see anything within these settings that is unusual or stands out?

None of those settings appear to be causing this problem.

I took a look from this end and it does appear you may have put hotmail.com in your blocked sender's list. My suggestion is to disable the Allowed and Blocked sender's feature except for when you wish to block a known sender's email. This feature is generally ineffective for managing spam.
