Extremely slow download speed, everything appears to be fine on my end.

I have been experiencing slow download speeds ever since I had my service installed.  I have the ultimate package and never seem to get above 50Mb consistently.  I usually see about 40Mb on speed tests with some bursts up to 70. Is there something wrong with my line, or is my neighborhood just slow?
