Problem #1: Whenever I try to send a picture form my picture file or when I try to send a letter or note from word to: send to:
I get the following: "CREATE AN ASSOCIATION IN THE DEFAULT PROGRAMS CONTROL PANEL" My problem is I don't know what this means... Programs control panel?? Is that the control panel I find on my desktop? I have talked to Cox Support at least 4 times and they seem to ignore me. They say all is working fine. I don't think so!

What your computer means is it doesn't understand how, or with what program, you want to send the picture. An association is a link between a certain file or action, and a program. Like when you put a CD into your computer, and that popup comes up asking you what to do? Same thing.
First you need to have a working email program to send with. Do you have Outlook or Windows mail? This link should help you set it up. But feel free to ask questions.
Next, you need to tell your computer to use Outlook(other) when ever you want to send an email. Instructions below.
Open Default Programs by clicking the Start button
, and then clicking Default Programs.
Click Set your default programs.
Under Programs, click the e‑mail program you'd like to use, and then click Set this program as default.
Click OK.
If you have a secondary need to open a file someone sends you, for example a JPEG picture, then you might also need to associate a program like MSPaint or Photo Viewer to open it with. You can find more info on that here, including a nice video.
