A Cisco/SA or Motorola? No. A TiVo ? Yes.

Just curious. I currently have an SA unit from Cox so why wouldn't that work if I bought one ?

You wouldn't be likely to find a compatible model available at retail. If you did, it would almost certainly be one stolen from another cable carrier or from somewhere else within our network.
We don't sell the receivers we rent to customers, and in order to use most of their features our receivers require a degree of provisioning that we do not perform on any cable devices brought in from outside our inventory.
The only retail digital cable tuning devices we support are those that use CableCard as their authentication system, such as set-tops like TiVo and PC-based tuners like those from Ceton and Hauppauge.
