I recently had to swap out my DVR box. The "new" box has recorded two one hour HD shows and already reflects that 30% of capacity has been reached. That's seems quite high to me. Should I be bringing this box back to get another one that has more capacity?

Each hour of HD recording takes up ABOUT (depending on channel) 7GB of HDD space. So your two one-hour HD shows take up about 14GB of space. For this to be 30% of the HDD capacity, the drive would have to be 46.67GB in size. Not likely! The HDD is formatted for space for some other stuff, but not THAT much stuff.
Either you have more than 2-hours of HD programming recorded, or your DVR is faulty. You could try watching what you must watch, then reformat the HDD. If that doesn't work, exchange the DVR.
What model DVR do you have?

Seems he said he's got a DCT6416, which does have an (unsupported) DVR reformat method, assuming it's not easy to just swap out the box.
