DVR box makes a high frequency sound

 Is this normal?  When the TV is on, the sound can't be heard but when the TV is turned off it's very noticeable as a high pitch frequency sound.  Only had the new DVR box one week.

My cable box does this too. The cable box, TV, sound system, etc are all turned off. Every 2-3 minutes there is a loud whirling sound, like the sound an old computer made when you inserted a CD and it started to spin. It's not white noise.

If it's a DVR box you have it's possible you're hearing the hard drive spinning up.
