I suppose to get 100 Mpbs download speed but only get 30 Mbps. What is usually the reason ? (modem or router) - what modem should I buy and what router should I buy?

I'd suggest first starting with the basics. Does a computer with a gigabit Ethernet connection get full speed when connected directly to the modem? If you're trying to achieve 100Mbps on wifi you'll ideally want to switch to a wireless-AC router and devices making sure that the router has gigabit Ethernet ports. There are actually some AC routers that only have 10/100 ports so you'll want to be on the lookout for those.
