Does the Cox Modem block ports?

I opened a port on my router but it's still showing blocked (it's not on the list of cox's automatic blocked ports either). Do I need to open the port on the modem as well?

I tried to download cox network manager but it doesn't download and there is no "get started" button. And if I click on the "learn more" it downloads some cox framework that doesn't open with any program...   (I tried several browsers including IE, all up to date)
