Per the "My Internet is dog slow" thread that is incorrectly marked as solved, yes.
Try running a speed test with any server in California, and you should see the slowest speeds you have seen since dial-up.
Currently 0.17 MB and falling to San Diego from Gilbert. Paying for 100 MB.

It comes and goes for me.
I help monitor many many Dedicated Servers and VPS all over the world and routing is bad to 95% of them.
My main site I do backups with, in Canada, it normally maxes out my connection. Has been this way for over 9 months. It is why i purchased it. Well it's pretty bad routing at the moment. Occasionally it will max out my speed for an hour or so , then it's back down to 1-3 MB/s ( I am on the 100/10 Cox ) whereas normally it is at least 9-10 with bursts up to 14-15 MB/s .
At the time of me writing this ,I did 3 speedtests to normal locations I have used prior, all were average of 2.5 - 3.1 MB/s
I would say routing is still ** , and tons of packet loss....
