Cox Webmail 403 message

I've been trying to access my cox webmail account all day. Everytime I log in that works perfectly fine. I can access any other part of the site aswell, but when I try to go into my webmail, I receive the 403 error message saying I can't access that page. That being said, I've received this message before, but after loging in again a few hours later I'm allowed in. This time I have an important confirmation email, so I'm looking for a more decisive solution. 

I think I might be happening because I've logging in both using my American laptop as well as a desktop computer at my college, in Japan, so they could be denying access in an attempt to prevent a hacker/etc. 

Anyone else have an idea?
