Cox Ultimate - 150/50. Down great, Up not so much
I'm not getting the upload I expected. I actually only went with Ultimate Package because of the upload speed... IP removed below.

Are you doing the test direct to the modem or through a router? If a router, I have found that disabling any QoS can help solve problems with upload bottle necks. However if your not getting it direct to the modem, then thats a different issue.If a modem, what model?
