Cox Business Voice/ Phone only plan?

Is the Cox Business VoiceManage r(SM) Essential in San Diego with unlimited local and nationwide long distance calling for $25 per line per month available as a stand alone plan (i.e. no other services like TV or Internet required)?
We want to add a Business Voice/ Phone only plan for our home office with no additional services.

Also, we understand that this service is not as reliable as a copper based landline, has restricted access to 911, no longer even comes with the battery for the phone modem, and is a generally terrible replacement for the more reliable copper based phone line but understand that Cox in an effort to make more money does not support or care about copper or even care enough to give folks the back up batteries to keep the phone on in an emergency.
