Hello,
I am currently a residential customer but have a business cable internet connection due to my work and need for static IPs. Currently when we attempt to watch TV via the app it says we are not connected to a cox internet wifi connection but we are and it is just a business line. What can we do to resolve this?

There really isn't any way around it. Even a VPN connection or bumming a neighbor's Wifi won't work because it requires not only a Residential IP, but the IP attached to the specific modem attached to your specific account.
The contractual obligations are the same with normal "Advanced TV' via the desktop application or the like. You need both a residential cable AND residential internet connection, and on the same account. The only thing thats different are streaming premium channels, like HBO Go, which only require a cable connection and a Cox.net login, which can be created seperately, and does not require cox internet service at all.
