call blocking

Hello!  Please let me know if and how I can use my call history to block certain callers.  I haven't been able to do so as this option is dimmed or not available.  Please let me know if there is anyway to do this. my connection is through a disabled person's discounted line.  Your assistance and reply will ne appreciated!
