Bouncing Internet Connection in the OC

For the last few days my internet connection keeps bouncing.

Can't maintain a consistent  VPN connection to work on this as I  keep timing out.  

Online gaming keeps dropping due to lag in connection.  Forget about streaming video.

Checked my router. I  replaced my 'old' N+ Router recently (had intermittant  hangups with that too.)

Now using new Apple Airport and still shows intermittent 'disconnect' from Internet.  Repeated reboots of my Cable Modem, Router, MAC have no consistent effect.

Whats happening out there???????  Email outage, Voice Mail Outage, now Internet issues???
