A&E and Cox?

I am a Cox customer, my subscription includes A&E.  If I miss a program, I use my Apple TV to watch the program on my schedule.  Mostly - not a problem.  But when asked to unlock an episode by signing in with my TV provide, Cox is not on the list.  

This is not the first time I've asked this question.   Why is Cox not on the list with A&E and several other related networks, yet providing programing through my TV set top box?   I assume A&E knows Cox is selling their service?
