You can either block the number yourself or pay Cox to block it.

To block the number yourself, you could buy a new phone with a call-blocking feature.  However, in the age of spoofed numbers (fake numbers), call-blocking phone are limited to a few numbers, such as 20-30.  To block more numbers, you could buy a separate call-blocking device and connect it to your telephone modem.  A separate device would be a Digitone Call Blocker, which gets good reviews.

Cox offers a call-blocking service, but it's also limited to a few numbers.  Moreover, how long would you want to block numbers?  I don't see telemarketers and scammers going away soon...so, what...you'll pay Cox more money for the rest of your phone-owning life?  It'd be cheaper to buy either the new phone or separate device.

You are not alone. Everyone is sick of these guys calling.  If you answer, they say they are from Microsoft and they can fix the virus that is on your computer.  that is a lie.  They call at weird hours because they are not calling from the USA. They have "spoofed" that 950 phone number so you think they are calling from the USA.  No one has found a way to easily and cheaply block them. 

1. You can pay Cox apx $5 a month for the right to block 29 numbers.  Selective Call Rejection is the name of the feature. But the scammers just change their number in a few days or weeks.

2. Buy one of the phones that offers Call Block on your own phone. Panasonic KX-TG7872 will let you block 250 numbers ( i don't work for them) but it costs $80.

3. Go to 800notes.com or whocallsme.com (free to visit- i don't work for them). You will find out who is calling from that number and what things have been tried to stop them from calling.  People on those sites have reported that the calls from that 950 number start after 10pm.  

A phone capable of blocking 250 numbers is a good option, but it would be too much maintenance.  With my history, I could easily fill that list.  Since 2013, I've had 336 nuisance numbers calling more than 1 time.  If I had a Panasonic KX-TG7872 and it was currently blocking 250 numbers, which number would I remove from the list to add a new block?  Not only would I have to scroll through 250 numbers, but I'd have to assess the nuisance potential of each number.  Ugh.

If the Panny could do that assessment for me, it would be a better option.  For example, the phone could assign a metric to each number...number of times called divided by the number of days since last call...and automatically update the list...based on the metric...just by me adding a new block.

Better yet, the phone has a wildcard feature.  For example, if I know absolutely nobody for any area code beginning with 3, I could block 47 numbers.  Moreover, if the phone automatically blocked 800 numbers...blocked any number with certain text strings in the caller ID (*unavail*, *name*, *lifegive*, *vet*)...blocked MY number...blocked any number that's not a number (000-000-0000)...etc.

Better yet, the option to not have a Block List...but instead an Allow List.

That's the funny thing, whenever I choose to answer a 950 call, there's nobody on the other end.

That call was computer-generated.  A live human being did not dial your number. The computer calls 100 numbers at the same time. There are 2 live human beings (scammers).  When you answer "Hello", the computer recognizes that a person has answered and transfers the call to one of the human beings. If those 2 are already on the phone, you get silence.  You can keep saying "hello, hello" but no one will respond.  If you keep waiting, the line will disconnect. 

I always wonder who are the slimeballs who are actually doing this? There must be a lot of them, all over the world. Too bad someone couldn't start a group that tracks down the physical locations of these call centers and post the info publicly. Fight fire with fire. Sick Anom or 9GAG on them.
