Very slow upload speeds

I have had this problem off and on for over a year. My download speed is just perfect... but my upload is 10 or less. I am supposed to get 30.

Once I called to have service come out and it started working again the day of, so I cancelled appt. because they said I would be charged if there was nothing wrong.

But it is still not right. I used to have much more reliable service. It is frustrating as there are no other options. 

I've done all the resetting numerous times. My equipment is almost 2-1/2 years old, could that be it?
