Speed decrease after 5-8 mins (1-2Mbps)

Normal speed is 160-170 Mbps. I currently have a 1-2 Mbps down speed. When I reboot the modem the speed returns to 160-170 Mbps. After 5-8 minutes it decreases back to 1-2 Mbps. Any ideas?

Looks like I might have fixed it. I replaced the the first splitter in my connection coming into the house.
