Are you testing the speed using a WIRED, or WIRELESS device? If it's wireless, it really won't be accurate, BUT, try rebooting the WiFi modem/router, or stand alone router, whichever you are using, and then after it's back online, try running the test. ZIf it perks back up, what you are dealing with is WiFi congestion. Rebooting the router allows it to scan the wireless freequencies for each band, and select the one least used. Over time that will change, which is why restarting it will sometimes address the issue.
