I'm not sure I understand the question.  Are you asking if you can subscribe to Cox WiFi hotspots without subscribing to Cox Internet in your home ... no, I don't think so.  Are you asking if you can have WiFi in your home without a cable connection, no again, Cox Internet is delivered over cable or fiber.  Are you asking if you can subscribe to Cox Internet, over cable, without subscribing to Cox cable TV or other Cox services, yes, of course.
