I use my PC as a PVR so I'm wondering if the format will be supported directly by my video capture device, hopefully ATSC or QAM?

Format shouldn't be a problem, at least here in CT, Cox uses QAM256. Your problem once Cox goes all digital in your market is all channels will be encrypted. You won't get anything unless you have a tuner that supports a cable card and you have one installed.

You will need to get a Windows Media Center CableCARD device and a CableCARD and SDV Tuning Adapter from Cox for $2/mo.
The SiliconDust HDHomeRun PRIME HDHR3-CC CableCARD tuner would be the best device for you, at the lowest cost to upgrade. It regularly goes on sale for $89
