The city is based on the location from the initial zip code you entered while entering Cox.net. That is the city in the top right corner of the webpage. You can also change it by clicking on the Weather icon on Cox.net and clicking "change city" If you want to change it, click on it and enter a new zip code. If this isn't being remembered, then your browser isn't set to save cookies. Cookies are the small bit of information the site leaves on your PC to remember you.
If for some reason cookies can't work on your browser, you could always save a link directly to your cities weather page. Example: http://myconnection.cox.com/weather/74133/ replace your zip code for the numbers in bold.
