URC 8820 remote not defaulting to TV volume control

I am attempting to help my neighbor who is a senior citizen and a Cox customer.    She has a new cable box to receive 1080 HDTV and a new Samsung LED TV.   We have set up the URC 8820 remote to control her TV.  When she presses the Power button on the URC 8820 remote, the TV powers on/off as expected.   However, she has to press the TV button each time after powering on the set in order to control the volume on the TV.  Is there a way to set the remote to control the TV volume by default without having to press the "TV" button each time she powers on the set?   Thanks.

What make/model of cable box, and what firmware (SARA? Passport? TRIO?)

I'm quite sure that it is the Motorola DCX3200.    It matches the picture at your website and has the "Motorola" label on it.  Sorry, but that is about all the information I have.  

We have tried resetting the remote by pressing the "Mute" and "Select" buttons simultaneously on the URC 8820 remote until the "Cable" button flashes twice.  Then press and release "Vol -".  Then press and release the "Cable" button.

Sorry, but I'm not that familiar with the Motorola STBs or their firmware. I've always used SA/Cisco equipment.

And, BTW, it's not "my" website. I'm a Cox customer, not an employee.
