I have never received ultimate speeds up to 150mbps. I feel like I have overpaid this entire time I have been with cox. I was recently at a friends house who pays less for Internet than I do. A lot less and has much faster speeds than I do with DSL. I never really worried about this until a day at his house. Why have I not ever received up to 150mbps It should read speeds up to 80 but mostly 50mbps.

1.) What is the make and model of your Cable Modem?
2.) What is the make and model of your Wireless Router?
3.) Are your speed tests from a computer wired directly to the modem/router, or over Wifi?

Any DSL plan in my area has a max D/L speed ot 6Mbps, that's 1/10 of Cox Preferred plan. Are you saying you are getting 50 to 80Mbps or less than 6? If you are getting 50 to 80, yes, that's less then you should be getting on Ultimate but faster than any DSL plan I know of.
If you are testing over WiFi, especially wireless "n", 50 to 80Mbps is typical. You have to test with a wired connection into a gigabit capable computer to get a true reading.

Your DPQ3212 modem is 8x4 so it should be able to handle 150 Mbps just fine, my Motorola modem is 8x4 and I get 170+ Mbps.
Have you tried a speed test without the router, straight to the modem?
Does the hardwired computer have gigabit-ethernet or just 10/100?
What do your modem signal levels look like? (SNR, power, etc.)
