tv on Windows 8

I've tried to follow the Cox support but it is apparently designed for professional programers. Best I could do was get my IP address which I already had. Then I had no clue where to go next. Is there not an average Joe source that can allow me to get tv on windows 8 without fearing that I will screw something up and loose use of my computer
