Throttling?

I know this sounds like throttling but I'm not sure.

Here's what happens.

I start downloading some TV show from Itunes. The first 2 or 3 shows download fine. Then when it gets to about the 3rd or 4th download it starts to slow down and then eventually just stop. The problem is it then freezes my entire internet access. So it's not really just iTunes at that point, it's all my network devices getting their internet connection frozen. I then re-set my modem and then it's all good again.

If I then start the process again (the downloads) the internet on all devices will eventually freeze and hang up after about the 3rd or 4th download.

What is this?

Doesn't sound like throttling, First, throttling wouldn't be fixed by resetting the modem. Second, throttling wouldn't eventually disconnect. 

Sounds more like either a router resource issue, or a firmware/hardware issue with the modem. So first, bypass any router, and go direct to the modem and see if it still happens. If so, try downloading something else, like a game from steam, or some microsoft update. Anything that takes as long as Itunes did to crash.

Hopefully a moderator will be able to take a look at the modem and see if they see anything too.

What model modem are you using?  I would agree that if resetting the modem helps the issue is likely related to the modem itself.

i thought i was getting throttled but then they worked on the lines out here(suppose to do this i think every 6 months) and i got a tech visit and seemed to fix the issue.
