Slow Speeds
My last post on this went unresolved, so I'll try again..
My UL is 29.67 and DL 4.79. A second test was 19.30 and 5.06
Where does this rank for what it is supposed to be?

I am having this exact same problem. My upload speed is fine but my DL is horribly low. Would really like this to get resolved.

I reviewed your former thread and it seems that we have exhausted all trouble shooting steps left from the office. You can purchase a new modem and see what speeds you get. If the issue continues, you can take the modem back as long as it's within the equipment return policy. If you decide to schedule a technician, please email me at cox.help@cox.com with a link to your thread and the day and time that is best and I will see if it's available.

Are you testing wireless or hard-wired? Are you still connected to your router? I suggest bypassing your router, hitting the reset button on your modem, and testing again.

I am testing hard wired. I bypassed the router and still had the exact same issues with the low download speed.

Do you have any splitters connected to the coaxial outlet? There is also a reset button on the back of the modem. I would recommend resetting the modem and then running the speed test again. Let us know what the results are.

To my knowledge there has been NO troubleshooting on your end. No line on signal tests, etc.
Can you give me a date when someone was in my yard testing the cable signals?

We cannot schedule a technician to check the signal outside without scheduling a trouble call. Your signal levels from here look good, but I am concerned about the high levels of power adjustments I see. This is sometimes caused by the modem, surge protector, splitter, power strip, or UPS. You can check the power cord and make sure it's straight to a wall outlet without any other devices, including an outlet adapter. Please let us know the results.

When testing without the router did you try with a PC that has a gigabit Ethernet port? I'm seeing indications from this end that the router your using might be an older model not suitable for achieving the fastest speeds possible.

I have a difficult time believing that my signal level is good. Why do pages load so slow? My smartphone is significantlly faster. That should not be. A 2 minute video should not take over 6 minutes to buffer. There is a problem on your end. The surge protector is 6 months old. So I am not accepting that that is the issue either.

The signal levels do look good however it appears you may be in the same situation as TheWonka with regards to the modem. With it being only a single channel modem you will not be able to maintain advertised speeds consistently. If having a technician come out and troubleshoot isn't something you want to do I'd also seriously consider upgrading to a DOCSIS 3.0 modem and see if that helps. That'll at least give you more consistent speeds by gaining access to additional capacity.

I will not shell out over $125 to get the same problem. It does not matter what time of day I am online. I have the same problem. I am paying for preferred and am not getting anywhere near that.

Keep in mind the modem you have now is not able to achieve the advertised speeds. For that reason alone I'd recommend an upgrade however if you prefer we can schedule a technician to come out and troubleshoot further.
