Slow downloads

I have a problem with slow download speeds. Also when I watch Netflix or play video games my system lags. I pay for premier internet service. I have tried to get this problem resolved through the normal channels ie customer service. It appears that I have been paying for premier service for six years but receiving something much less. I'm tired of dealing with the customer service run around... is there some other agency that I can contact to solve my internet problem? or refund my money so I can move on to another internet service? Not a happy customer
