slow connection in Gainesville, FL 32608 at night

I got exatly the same problem as http://forums.cox.com/forum_home/internet_forum/f/5/t/637.aspx . The connection is slow as *** at night, with very high ping.

And I believe it's not because of my router since I tried not to use it, no improvement. My modem's model is DPC2100R2.

Actually I got this problem for a long time. I just can't bother it any more and I found lots of ppl have the same problem here.
