Yo probably have Secondary Audio Program (SAP) enabled. Try looking for "Audio" or "SAP" on the TV remote. And I mean TV remote, NOT Cox remote.
Or if you have a cable box, look through the settings for SAP too. I can give specifics, but I need to know what kind of box you have (HD, DVR, etc). Usually the model number will be on the front panel of the box.
