I have noticed that when windy outside, Cox cable TV signal was flickering and could not receive some channels at all. For example, yesterday Feb 21 evening, windy outside, I could not receive some COX TV channels @ around 5-6pm in Fairfax County, Virginia.

It definitely sounds like something is loose somewhere and the wind may be exasperating it. The best way to get this issue resolved would be to arrange for a technician to come out and troubleshoot further.
