I do not receive any emails from one person. There is nothing in my spam folder. I can send her emails and I check both my ipad and windows desktop. I have a cox email and she has a yahoo account.

Lots of spammers use Yahoo email accounts because they are so easy to set up.... and they are free. Many spam filters will block a Yahoo account if it even remotely resembles a spam account.
Yahoo has tightened their spam filters in the last 2 years. With each tightening, innocent users get caught. Ask your friend if she has received any "Mailer-Daemon" or "Returned Email" messages from Yahoo. Also ask if she sends out many emails with links in them.
Then do some detective work. Have your friend send an email to you and a friend who does not use Yahoo or Cox and to herself. 3 recipients for that one email. If none of the emails arrives, you know this is not a Cox problem. If you are the only one who does not get the email, ask Cox Support to do some investigating.
In response to the earlier post by Moderator Chris, in your webmail , click on PREFERENCES in the upper right of the page. You will get 2 choices (General Email Preferences and Your Email Account). Click on your email. Then you will get a list of SETTINGS.
