Do you have your phone plugged into a phone modem or a phone jack? If a phone jack, do you know where your phone modem is?

It looks like there should be a modem that provides your Internet as well as your phone service installed at your location. Can you try connecting a phone directly to the tel1 port and see if you get dial tone there?
