Given the different cox internet tiers of service offerings and their cost...in relation to the newly FCC approved rules...
Why would anyone pay for more than the basic cox (or any other ISP) internet package?

You lost me. What does the speed of the internet packages they offer have anything to do with Net neutrality? That refers to the even and fair routing of internet traffic no matter who the provider is.
As for the packages, are you asking why would someone pay for faster speed? Could you kindly frame the conversation?
