I am have this issue from time to time. When it happens, I usually unplug my modem, wait for a minute, and plug it back in. After the modem resets, my connection is speedy again.

Also trying clearing your temporary internet files. In Internet Explorer, click Tools > Internet Options. On the General tab, click Delete in the Browsing history area. Select Temporary Internet Files and click Delete.

you can always test your speed in the my connection tab as well using cox internet speed test
